The witch's ability to take any power without having to take the lower tiers of that power seems extremely powerful…

Summary

My shadow powers let me teleport between shadows. My ability to scry lets me view any location as if I were there. The combination of these two powers should let me teleport to any location that contains shadows, which is nearly everywhere. Shapeshifting allows me to take any human form that I wish. Mind control allows me to mentally dominate people and force them to obey me. Necromancy has turned me into an immortal vampire with a phylactery. The phylactery is a legendary artifact created with my arcane item power. I will keep my phylactery inside my pocket plane at all times. So, if I am killed I just respawn in my pocket plane. If I am injured I can heal myself with shadows.

The result is somebody who can be anywhere, take any human form, dominate minds, and cannot be killed. I will be the shadow ruler of the world. I will control the ruling class of all countries and through them I will control the people.

As a witch I have plenty of potential for future growth. I can bargain with entities for more abilities as long as their terms are tolerable. Additionally, my arcane item should let me use some abilities that I did not purchase. I would only be able to use these abilities inside my pocket plane, since I would never risk taking my phylactery outside of my plane, but that would still be extremely useful since I intend to eventually create a city inside my plane. I intend to spend a lot of time there by that point.

I think I would deal with my complications pretty easily. I may be notorious as a villain, but how will anybody recognize me when I can freely change my form? I may have a skilled assassin hunting me, but how will she recognize me? How will she catch somebody who hangs out in a pocket plane and only momentarily teleports in to control the minds of rulers? What difference would it make even if she did kill me, since I just respawn? The "imprisoned" complication is the only one that really gives me pause, but I believe I will be able to handle it. My build makes me a great escape artist and my mental enhancements have pushed my intelligence to the level of genius. I could dominate prison guards or enter my pocket plane and scry a location outside of the prison to teleport to.

It is powerful, but it comes with a heavy downside in that any further magic has to be "bartered for". Compare that to Wizardry that can simply learn magic from books and wizard is by far the better long-term choice. Also, some high level spells don't include their low level counterparts, so you don't always get everything with one purchase

In the short term the witch has more power because of their ability to purchase any power without needing the lower levels. I think that gives me a much stronger start, which lets me enjoy myself from the very beginning.

As for which one advances faster, I think the witch could outpace the wizard in advancement if they are willing to take any deal as it comes along. I would not do that though. I would not trade my humanity away, so the deals would come much slower for me. I would only be open to trading certain memories that I make in the world. So, I agree that in my case the wizard would out pace me and be stronger in the long term.

However, in the very long term both the wizard and witch will eventually obtain all abilities.

Techno Magic Dystopia

I'm going to create my own world inside my pocket dimension. There I can create everything I want or need. I don't have the ability to create people though and my tech is somewhat limited. That's why I chose the dystopia setting, as it will be easiest to find people willing to leave the world to find or make something better, and it also gives me the most advanced tech after the first condition. Techno frontier offers better tech but the first goal becomes a lot more difficult

This one really needs some work, but I'm sure you didn't make it so it's moot. However, I'd like to point out a few things regardless.

Firstly, there are a lot of strange mistakes here. To name a few, on the actual spells page some things are marked like "Biomancy I, Biomancy II, Fleshcrafting III" and others are marked like "People (1), Animals (2), Magical animals (3)" Furthermore at the top it says

>Each power eosts a number of runes, as noted to their right. Lower levels of powers must be taken before higher ones can be taken.

Now, ignoring the spelling error "Lower levels […] must be taken before higher ones can be taken"? This means that what, it costs 1 to get Nature I, then 2 more to get Nature II (3 points total) and then another 3 points for One With Nature (3)? If so you'll burn up all your points REAL quickly. Perhaps that's the point but more often than not that kind of point buy has been an error of clarification in these kinds of things than anything else.

I'm pretty sure the only the choices with a number in ()s cost more than one point, that's the assumption I'm going with anyway.

I thought planescaping I costed 1 point, planescaping II costed 2 points, and planescaping III costed 3 points. So, to get all of them would cost 6 points, not 3.

Like I said here >>9809, I'm assuming that ONLY those options with a cost in ()s cost more than 1 point. It's conceivable that the roman numerals denote a cost AND the ()s denote a cost, since they are never used together, but the existence of both in the CYOA suggests that only one of them is cost-related.
