>squats & lunges
those are both midtier exercises at best. the thing that's difficult about glutes is that you can't really isolate them & most people's are dormant & underdeveloped from a modern work/lifestyle that involves sitting most of the day & not needing them for anything. so if you go into squats & lunges with a dormant muscle that you don't how to use, your legs will overcompensate and you'll end up with non optimal glute development. hip thrusts activate your glutes the most iirc.
go read bret contreras' books/website. the pdfs are easy to find
>Is it true I can't get a better ass while just working out…?
good diet+ workout will make your ass better, it can be a very nice & shapely male ass and will be considerably better than a flabby & underdeveloped one. your genetically determined fat distribution will be what decides if your butt is nice and twinkish which is cute or fat and jiggly like assbro's
either way, there's basically no reason not to workout just as long as you do it properly
