Early 90's was trying to emulate John K's style, then mid 90's was Genndy's thickline for toon characters/while realistic proportioned characters used Timm style. 2000's was anime/manga influenced, mid 2000's (2007?) flash started getting used more. Then 10's was Adventure Time thin outline/noodle arms and that seems to have evolved into CalArts.
It's strange how this happens? Is it a case of artists looking to the past for influence to (like Hanna Barber's 50/60's style coming back in the 90's) or it of companies trying to emulate what's popular by copying?

I don't get how being a toy commercial is inherently a bad thing. A lot of them are still made by people who want to make an entertaining show. Look at Mighty Max. Sure it was made to sell boy Polly Pockets, but it still managed to be a good adventure show that had an overarching plot and didn't talk down to kids. Same thing with Digimon, which was made to sell digital pets and trading cards. Sunrise originally conceived Cowboy Bebop and Outlaw Star because Bandai wanted shows to help sell space ship models.

That's the big thing about these shows, characters (as well as the adventures and challenges they face) have to be "cool" enough for a child to want engage in that world after the episode is over by playing with the toys.

Even then not every 80's cartoon was a toy sales success, Sky Commanders couldn't sell zipline using action figures (vid related). Visionaries lost out with it supposedly costly hologram gimmick on it's figures. Spiral Zone got 1 season of 65 episodes including 6 clip shows and another 3 episodes made entirely of recycled footage with new dialogue and it's toy line didn't last or even get all the characters made into figures. The toy ads (and cartoon opening credits) for Starcom: The US Space Force were action packed spaceship dogfights but the show certainly didn't consist of that.

I've learned, discussed and compared the economics, regulations, and distribution systems of vidya, animation and other creative industries for a year on this site, and you're right in that the problem isn't that we have shit artists within the industry, it's the structure of the industry that incentives the actions we see. The reason we have generic cartoons is because advertisements and subscriptions are very inefficient at maximizing profit. The former relies on enough people being at their televisions at the right times to catch the latest airings of shows, which is lopsided against niche shows, and the latter can only make so much profit that it can't be reinvested in the creation of new content as well as keeping the production values of existing content high without other sources of funding like loans, which is why Netflix's catalog, especially animation, is of low quality - They're trying to fund the creation and upkeep of new and existing content with one source of revenue.
Television ratings have dropped as more people have cut the cord and looked towards streaming, Netflix's business model is unprofitable and unsustainable. And thus networks don't make content with high production values anymore, because they'd be running at a loss for the little profit they get, it just makes business sense to make the budgets of their content proportional to the amount of profit they receive.
Vidya doesn't have the problems the animation industry has because games are sold directly to the consumer, which means way more profit to reinvest, and any dev team around the world can publish a game globally on digital distribution platforms without intermediaries or gatekeepers. These two factors have created a highly competitive multibillion dollar industry surpassing Hollywood. And that's where the solution lies. To save the animation industry, creatives need global digital distribution platforms where they can publish and sell their content directly to the consumer. But animation isn't vidya, which is why there needs to be a reliable funding mechanism. There is an entertainment platform being developed called Singular DTV that let's creators fund their works by issuing shares of their IP in the form of tokens to attract investors looking to turn a profit and fans looking to support their favorite artists. It should be launching at the end of the year.
Animation won't stay stagnant in the 2020s or 2030s, rather, if the new platforms work, we'll have an animation renaissance that has never been nor ever will be again. We'll have a treasure trove of varied and creative works by studios from all over the world, vigorously competing with each other. The networks will go the way Sega did after they were driven out of the console market, and become studios competing on the new platforms. And Cal Arts will be a thing of the past.

What's with all the soy in cartoons?
The first cartoon I saw while dicking around through the television was Steven Universe. I neglected to watch the summary blurb about the show and was greeted with the sight of a dozen "gems" each with their own soylent bottle. And the sound effect that played was absolutely horrifying. Coming from a /co/oncerned /co/mrade, it probably would have sounded like a soyboy crying, but when vocalized by a dozen of them, through crappy speakers, it sounds like hell, but worse, because there's crying soyboys.
And THEN when I started a new episode in a different season, a gem was ambushed in Beach City with Steven, as she was being harassed by four - you guessed it - soyboys. My suspicions about the messed up sound effect was proven right. They proceeded to get soy'd by four measly numale-tier soyboys because their starting gear is a few sharp gemstones and the slowest gem power on all the continents.
And THEN when they went into Gem Homeworld to test out the combat in an arena, they stumbled into the wrong place, the "fight pit". Where numales and - you guessed it - soyboys fought for the gems' entertainment and tumblr purposes. And THEN Steven spoke to some of the spectators, whose only dialogue was to chant the name of their "champion" - and too many of whom chose the - you guessed it - "Soyboy!!! Soyboy!!! Soyboy!!!".
