It's not better. More animation is always going to be better and more fluid, it's just where you want to spend that quality on. Anime typically spends it on important scenes while western animation always keep a consistent framerate throughout their entire show.
Japan uses less animation in general for scenes where characters talk. They're mostly static and they only animate the mouth, whereas a western animated cartoon would have a character doing elaborate hand gestures and multiple shifts in perspectives to make the conversation more dynamic.
On the flip side of this Japanese animators use most of their budget on action scenes with lots of perspective shifts, more frames to give it a more fluid look, and more moving components to make it look more grand. While for Western animators they use the same framerate and general quality as their slower scenes so in comparison they don't have as much going on as japanese-styled animations which makes them feel like they have less going on in comparison.
It's just tradeoffs that, for some reason, have become industry standards for each company when it would actually be better to adopt it on a by-the-show basis, where slower, more story driven cartoons adapt a western style where action heavy shows adopt a more japanese style.
