I've watched almost, if not every episode. I haven't seen it since it went off the air, so my memory's a bit fuzzy, but I didn't notice any real decline back then. Aside from some story development, the show stayed pretty much the same from start to finish. It wasn't super amazing, but it's worth the time to watch it.
Stay away from Planet Sheen though. I watched half of an episode, and I nearly fucking died.

Some characters got positively flanderized, my favorite was Sheen who grew up from the ultralord BS to become some hyperactive squitzo that's a charm to have in small doses.
The episodes did grew increasingly in quality plots and the arcs could be very entertaining but it is jarring to go back to some of the animation, late season 2 got gud though.
I did got involved in the romance subplots, then again I was dealing with the same issues of the age at that time, BTW did you ever got that feeling that the characters were supposed to age with the show (I.e 11, 12, 13 by season) but had to keep with status quo?
If I can pinpoint when the show got good I when they adopted cartoon logic and became self-aware to not take itself too seriously.

Jimmy is the worst character in his own show, personality-wise. Sure, Cindy and most of the kids antagonize him because he's clearly the smartest in the whole town, but he needs to show off in everything he does. In the episode in question, the trio runs out of gold they stole from their relatives to power up some anti-gravity invention, which by itself would have more than made up the money they lost if Jimbo had the foresight of actually selling it off to the govt instead of being a hoarding bitch relying on his parents' wealth. They go job-seeking and end up at McSpanky's, where Skeet, being the savvy businessman and eternal employee of the month, immediately notices that Carl and Sheen have the right attributes and potential to become gourmet fast food workers. Jimbo is considered a bad fit for the job and Skeet politely tells him that he wouldn't hire him. At this point, Jimmy just wants in on the mcjob to show off: earlier in the episode, it's clear that there's jobs available that would suit his autistic intellect more than serving patties, but he HAS to show this honest worker that He, Jimmy Neutron, Boy Genius, can work at a mcjob no problem. Literally the problems that arose in the episode are all Jimmy's fault and he'd have recouped the money for the lost gold in less time if he took the nuclear job opportunity, but no, he has to waltz in a perfectly working establishment and dismantle it from within like the terrible person that he is. Skeet even tries to give him increasingly easier jobs to avoid breaking his heart and firing him and he just spits on his generosity.
