Neither, actually. To bring you up to speed, I got as far as taking a 35 page treatment for an animated series to the office of Jay Bastian http://www.imdb.com/name/nm0060446/
It took a while to catch him when he wasn't in a meeting or something, but eventually I did get to speak with him and get his advice. We chatted about it, and while he was impressed with the content, his position was that Ghoul School didn't command the amount of nostalgia that something like Scooby Doo does, and they already had firm plans for what to do with Scooby in place after "Be Cool" was cancelled. His suggestion was that a Ghoul School reboot would be better suited to the DC comics line of hanna-barbara properties, which all have a more adult slant to them and are at more liberty to take a gamble on obscure characters (they even have a Doggy Daddy comic slated to come out next year).
So that's where the reboot project stands at the moment. I need to do some further legwork to speak with the right people at DC comics about pitching the idea. I've been commissioning a fair bit of art for the project and will soon be commissioning a short comic to act as a proof of concept. The talented Dr. Elyk has been lending his writing talents to the scripting efforts and I owe a lot to him for keeping my enthusiasm up and refining the personalities of the core cast.

Pretty decayed. In my writing she is magically preserved and animated by her bandages, but only JUST this side of falling apart. It is important that she be a MUMMY, not a girl cosplaying in bandages. Tanis is actually pretty delicate; her limbs and organs can snap off with a little bit of rough handling, but her bandages will always pull them back together within a few minutes.
However, she remains in this state partially because she keeps a few of her internal organs in canopic jars. If she were to put them back into her body, the bandages would restore her to a living human state… but she would lose access to her mummy-magic by doing so. So as much as she might like to be human, Tanis must remain an undead mummy in order to fulfill her responsibilities to the Grimwood school and the Egyptian underworld. She might give in to the temptation and indulge in being a human girl for a day or two, but at the end of it she'd need to undergo the mummification rituals again and I doubt they are pleasant.

Fair enough. About 4 years ago I started writing some fapfiction about the Ghoul School girls in a thread on Halfchan in late August. While the sexy stuff was fairly successful at what I wanted to do with it, what was surprising was how much fun I had just writing the girls interacting with each other and how much original content the Anons started spinning out, new OCs, new plot ideas, and lots of artwork. Everyone agreed that a Ghoul School reboot show would be much more worthwhile than the soulless products that Hollywood was pumping out like Hotel Transylvania and Monster High (which aren't without their good points, but it wasn't the immersive, lore-heavy world that Anons were looking for). We started pitching around ideas and when the October threads came to a close, I moved the whole project over to 8chan when it appeared in the wake of Gamergate and all that commotion.
The reboot begins with the concept of increasing the core characters' ages into teenagers, removing Shaggy and Scooby, and treating the setting with more seriousness than the goofy pun-filled Scooby Doo movie gave it. This is in part to differentiate it from the more lighthearted, all-ages friendly products mentioned above. It's quite evident that plenty of anons find the waifu-aspect of the Ghoul School girls appealing and so these changes would also make a little room for those features. Not saying that it would become a western Monster Masume either though, but attempt to strike some balance between those extremes. Toss in a dash of Hellboy/BPRD to justify the existence of the school and the addition of an adventure/action element and you have the tone I wanted to present: a bubble of teen "slice of life" comedy surrounded by a serious action/horror setting.
From there it gets into the nitty-gritty of each girls' background and motivations, ideas for episode plots and larger arcs, setting and lore details. I can answer individual questions that you're interested in but I'm not about to copy/paste all 35 pages.

The setting I've developed has the various monster societies all fractured and faded, the last dying gasps of their respective species. The Grimwood school is allowed to exist by the humans (or at least, the few humans that are in the know about the truth about monsters) as a sort of nature preserve, with the Calloway military campus surrounding the Grimwood campus to keep it contained and isolated from the outside world. The monster societies have ended their old feuds and attempts at world domination and sent forth the Ghoul Girls as their best and brightest to be tutored as diplomats and envoys to the human world. The hope is that by turning these five students into sterling examples of charming, well behaved young ladies, the humans will allow monsters to co-exist and repopulate their numbers, rather than being wiped out completely as would be preferred by the more zealous monster-hunters.
So there there is plenty of room for cultural lore of the monsters but much of it appears in the form of leftover cultural artifacts. Like a handful of werewolves might still meet up in the mountains to celebrate a harvest moon, but gone are the days when entire packs would rampage across the countryside in a Wild Hunt. There remains the opportunity for supernatural elements to reappear when needed - old vampires napping in their tombs might wake up for the first time in centuries or a ghost might manifest if it's grave is disturbed, as needed for specific plots. But as a default, none of the monsters have the population left to even be acknowledged by human science, let alone hold much influence.
The point of this was to preserve the ignorance of the general human population - we want your average citizen to still react with terror or at least shock at the realization that monsters are real. Also, it makes the struggles of the girls more meaningful, as the fate of their respective races rests on their shoulders. And the nature of their struggle is one of personal improvement and finding social acceptance, rather than a violent fight. This all works together to make the social crises of teenage girls into ACTUAL crises. If her date to the prom breaks her heart and dumps her it doesn't just FEEL like the world is ending, her world might REALLY be ending.

Why can Sibella walk in the sun? Why is Winnie always in wolf-form? Where did Elsa's body parts come from? Why was Tanis mummified at such a young age? I also played with their family relationships to add some variety there too. Instead of all of them having a doting monster dad. now things are a bit more varied; Winnie is the first werewolf in several generations of an otherwise human family, and they aren't sure what to do with her. Tanis' family are long dead (as is she I guess) but exist in the depths of the Egyptian afterlife, so they are treated as very long-distance like a kid at a sleepaway camp might feel. Sibella is the neglected youngest child of the Dracula clan, while Elsa is the only child of the Frankenstein legacy and gets pressured by her family to come back to their castle in Germany. Phantasma is effectively an orphan, but treats Ms. Grimwood as an adoptive mom and the (possibly fictional) Phantom of the Opera as a distant father figure.
The redesign of the characters visually is another thing, but we didn't change too much after bumping their ages up by 7 years or so each. Winnie got a tail, the red flannel, digigrade feet and an older hairstyle. Tanis gets some actual clothing (Egyptian garb and jewels), Phanty and Sibella just get some new options in their wardrobe. Elsa got the biggest overhaul, with greener skin and a whole alternate personality that turns her from an awkward brute to being equal parts monster and mad scientist.

Really cool character designs! I think the idea of using them as substitutes could work in some cases. Though depending on how they are used, it might be more interesting to have the Grimwood students go out on a field trip to meet these characters instead of having them drop in at the school.
At a glance, the Manticore looks like a gym teacher, and perhaps a bit of a bully who picks on one of her students in particular. For a field trip, the students could meet her at some ruins in Greece where she puts them through a crossfit boot-camp of training.
Lovecrafter looks less like a teacher and more like a gypsy selling love potions, so could be a useful character to put into a romance-based episode. A field trip to Dunwich to learn about farms and agriculture could be a good excuse to meet her.
Sheet Ghost has a really neat design visually, but "sheet ghost" is so generic there isn't much lore to draw upon. Really what would be needed is a personal ghost story to set up the details of who she was in life, where she haunts, and why she has a sheet over her throughout her afterlife. Could teach local history of the region she's from, or perhaps teach a sewing class for the girls to learn sheetma- DRESSmaking from.
The Lich the only design that doesn't really work for me, because this doesn't fit my understanding of what a Lich is… the horns and tail and lack of skeletal features lead me to think this character could be some sort of devil, Satan's girlfriend maybe, but definitely a villain instead of a teacher. Could be useful for one of those "character sold their soul and now is trying to get out of their contract" and Grimwood is sheltering the character from the Lich who has come to collect.

I can actually see teachers going directly into education about human fear response and the different things that cause it. As in, the idea of being scared of things is SO alien that they need to have classes to explain that massive monsters and popping out unannounced through the wall with no warning is scary. Kind of an inverse of Ahhh! Real Monsters. Mostly because I like playing things against type. I can't think of a better use of that /fit/ manticore than having her getting increasingly exacerbated trying to get get Elsa to always open the door instead of just walking through 'yes Elsa, the whole way, yes Elsa, every time' and Winnie to not show off her teeth when she's so close to someone.

I've been attempting to keep Elsa's mad science fairly consistent. This was especially important because of the corresponding "mad scientist" character on the Calloway side, cadet Phibes. I wanted to make a clear delineation between what each of them was and wasn't capable of so that neither would be outright superior or inferior to the other. Elsa's specialty of course lies in biology and chemistry, all the components needed to master the Frankenstein discipline of bringing the dead back to life. So she's a whiz at stitching body parts and doing all kinds of transplants. Her own body is usually where this science is applied and she knows all about what makes her body tick. Elsa doesn't need to be a genius at EVERYTHING like Rick is, because she's as much "the monster" as she is "the scientist" and can get a lot accomplished with the application of a little muscle or invulnerability. Cadet Phibes, alternatively, tends to find or steal the research and breakthroughs of other notable scientists from horror fiction and tinker with them until they are "perfected". He doesn't have the patience to create his own inventions from scratch, instead putting his efforts towards acquiring the forbidden tomes of research that most know better to leave alone.

The intent with Calloway Academy is to create a setting for "babby's first government conspiracy fiction". The intended mood is spooky and paranoia lurking just under the surface of a seemingly normal school (the inverse of Grimwood, which is comfy and friendly lurking under the surface of a monstrous haunted house).
For a new student joining the Academy, their first impression is that they are like any other military academy. The only outstanding feature is the poor choice of real estate, being right on the edge of a large swampland and mostly-dead forest. The majority of the campus clusters around the classrooms and other buildings, with only a few remote outposts placed around the perimeter of the swampland "training grounds". Many students will go their entire academic career without cluing in that there is more going on. It's easy to dismiss Barren Bog as property owned by the Academy but unusable for drills and too costly to bring up to code. The braver, more curious and more observant cadets might figure out that there is more going on. There are rumors of an abandoned school in the woods, and monsters swimming in the swamp. The Calloway elite class operates a bit like the Skull & Bones fraternity or a Masonic group; the boys attend regular classes with the other students most of the day, but disappear some evenings to attend "special training" with Col. Calloway. The boys might have a special ring or patch on their uniform to designate them as such, and the other students know enough not to mess with them… every once in a while a new bully might try pushing one of the elite cadets around and within the week end up enduring an ironic "Tales from the Crypt" type punishment. A very persistent cadet might be able to find out the name of the Grimwood school or the existence of some of the Grimwood students when they make an after-hours visit to the boys' school. Such lapses in secrecy are hastily excused as visiting relatives, VIPs, hallucinations, swamp gas, whatever MIB bullshit that would be most appropriate. The cadets aren't stupid and lots of them have a couple of spooky stories to share about that time they say a girl walk through a wall, or turn into a bat, or the howling they hear coming from the woods that sounds oddly human. But none of them know enough of the WHOLE story to break the masquerade, and they'd be ridiculed if they did.

Siofra and Nocturna are both OCs intended to flesh out character backgrounds and add to worldbuilding, the end result of previous October threads full of brainstorming. Nocturna is an old TV late night horror-host, primarily an expy of Elvira but incorporating elements of Vampira, Lily Munster, Morticia Addams, ect. She's directly relevant only to Sibella, who idolizes her as a distant surrogate mother figure. This is partly to explain why Sibella, who was raised in a played-straight serious version of Dracula's castle, nevertheless loves making puns and dramatic flourishes with her cape and generally acting like she's living in her own B-movie. Also her breathy, husky American accent.
Siofra is a banshee, and is an antagonist meant to menace Cadet Morton and Phantasma. The concept there is that Morton was stolen away by faeries when he was a toddler and only recently managed to escape the faerie world and return to Earth, leaving him the paranoid, vaguely psychic and halfway demented character he is in the present. Eventually, Siofra catches up with him, intent on dragging him back to the ethereal realms he escaped from. So while she isn't outright "killing" Morton, the story would treat it effectively the same; that Morton's time on Earth is short, and Siofra is the Reaper that's been sent to collect him. Standing in the way of this is Phantasma who doesn't mind flaunting the usual rules of living and dead and doesn't want to see her friend's lifetime cut short. So her (short term) solution is to challenge SIofra to a battle of the bands competition with Morton's soul hanging in the balance, Charlie Daniel's Band style.

My plan for how it would play out is that after Phantasma issues the challenge and Siofra accepts, there is a bit of back-and-forth on the stages with each side kicking it up notch by notch. So while it starts out one-on-one, by the end of it Phantasma's friends would be playing backup as her band and Siofra would summon up a band of fae-creatures probably looking somewhat Jim-Hensonish. Maybe slip in Jareth the Goblin King as a bass player, kek. Both Phantasma and Siofra have a good bit of reality-warping muscle so the stage and instruments and costumes spring up as needed without much explanation. I was thinking that the Grim Reaper himself might get called up to act as the judge for the competition, again working with the theme that Morton's mortal existence is hanging int he balance here. Siofra's music would be a celtic dirge about letting go of earthly worries and how nice it will be on the other side and how Morton should just relax and accept his fate. Phantasma's music would be lively and bounce around between genres each time she gets the spotlight again. Sort of like "Okay, pop music didn't work… hit 'em with some Funk! Judges aren't convinced… bring out the METAL!" cycling from style to style with the Grimwood band's costumes morphing to match each verse, and the lyrics of Phanty's song talking about how Morton has many things left to do and experience, how he's free to make his own choices and defy fate, and how struggle and hardships are tough but worth the effort. There'd be a subtext that the winner of the music battle is the one who can convince Morton that his life is worth living or not. In the end Phanty does win and Siofra is driven off, vowing to return and try again in the future.

The first two chapters of this story were interesting. I feel like the story as a whole would be better if the characters weren't supposed to be the GS girls, but ignoring that it still started out interesting.
This recent chapter however is not great so far. It comes off as not only rushed for some strange reason, but also like he had no idea what he was going to do with these two characters.
It really starts to go downhill when Tanis reveals that she wants to kill Sibella and her reason for that. I mean, not only does this just come up out of nowhere, but why is Tanis even reciting her backstory to herself? Was there no better way to give this exposition? Why even give it now, why not save it and have the audience guessing why Tanis and Sibella seem to be after each other? That whole backstory and the rivalry almost comes off like he came up with it on the spot.

The easier one to answer is Creeper; as you can see from the character design he's way less anthropomorphic than the original 1988 version. The updated Creeper doesn't talk or have a motivation really, he (or "it'" more correctly) would be used like a more tentacly version of "The Blob". Revolta digs up some eldritch tome with the Creeper's summoning ritual in it and pulls him into our dimension in the Grimwood school's basement or some unused toolshed maybe. Beginning as only a basketball-sized eyeball, Creeper immediately sprouts vines and begins growing, sending out tendrils in every direction. Over the course of the day these vines become more and more noticeable to the students (at first being dismissed, "geez we gotta get the lawnmower out this weekend," then by the afternoon realizing that something is up as the vines begin poking into the classrooms and dormatories). By the time the students first encounter a "mouth" or "eyestalk" vine face-to-face, it's already too late and by then the whole school is covered by the constantly-growing plant. At first they attempt to hack the vines back but this proves fruitless as the Creeper's rate of growth outpaces the students ability to cut it away, in the end only serving to trap the students inside the building. They do learn that the Creeper has a single "root", the central eyeball, and fight their way down to it and are able to banish the core of the Creeper back to whatever dimension Revolta brought it up from. During this conflict the School takes some significant structural damage (as depicted in "The Tower" >>934905 ) including Elsa losing her tower. This sets up the need for the students to do a fundraising campaign in the following episode/issue to get money to repair the school. Which would likely involve a trip to a Horror-con >>936170
and a charity Film Festival of old B-movies.
I find the idea of monsters that will just keep going and going to be more frightening than the more human ones like ghosts and vampires that generally have a set agenda. If a ghost is out to avenge it's murder for example, then that's very scary for the murderer but isn't a problem for the rest of the world at large. A monster like the Blob, or a Romero zombie plague scenario, or the Lovecraftian entity Daoloth (who inspired the Creeper), is much more frightening IMO because there's nothing to hold it back. Unless the heroes figure out some new solution that isn't present at the start of the story, the monster will just keep growing, and growing, and growing, presumably until it has expanded into the entire planet.
The other reason that this Creeper works well as an antagonist is that the re-spawning mouth-vines and eyeball-vines make a great target for the girls to flex their monstrous powers against. We could get some great action shots of Winnie and Elsa especially showing what they can do when they're allowed to get their hands dirty.
Revolta's motivation is that she is power hungry, and wants to steal Tanis' power primarily. Tanis has a lot of *potential* that she hasn't tapped into yet (theoretically she could someday rise to Imhotep-like demigod abilities, calling down sandstorms and zombie plagues on her enemies), but thanks to her inexperience and naivety she makes a tempting target for Revolta. Revolta's background is somewhat up for debate; my preferred idea is that she is also from Tanis' period of ancient Egypt and has been lurking for all these centuries waiting for Tanis to re-emerge from her pyramid. This is why she's established an identity as a gypsy >>936210 "Madame Volta" since the gypsies have their roots in Egypt, according to popular lore at least. Revolta's goal is to usurp Tanis in her inherited role as "Gatekeeper of the underworld", and abusing that stolen authority to rule over the Earth using the army of dead souls that would then be at her command.
Dr. Elyk pitched an alternative idea where Revolta was a student or collaborator of Miss Grimwoods when they were younger and learning witchcraft together, until Revolta turned to the dark side and the two parted ways, becoming nemeses. Not a bad idea IMO, but personally I think I'd rather use that backstory for an OC to be developed.

Seems like you've put a lot of thought into it, both of them sound pretty cool. Revolta's backstory especially since it explains why she's decided to give these girl's so much trouble. Also gives the cadets a reason to be more involved beyond simple chaperoning. The Creeper episode you explained sounds great, watching the girls go to town on a monster plant would be a blast.
I'm a big fan of the 'similar background/different ideology' type of rivalry, even if it has become mostly forced in recent works. Something like having an 'dark' version of Miss Grimwood that would tempt the girls into throwing away their civilized personalities to embrace greater monsterdom sort of thing.

Anyone who did art professionally for a Scooby Doo movie or show would be great… I'd even be interested to see what my designs would look like in "Be Cool, Scooby Doo" Farlanesque style, though that's a much lower priority than seeing them in Mystery Inc or Scooby Apocalypse art styles.
So Keith Giffen would be right at the top of my choices, since a lot of the stuff I'd like to do with the characters and setting is more serious/horror in tone. But the girls are also great for more lighthearted humor fare, so if I got my dream pick I'd adore seeing Gurihiru of Gwenpool fame draw the girls. Would be the best way to really hit the sweet spot in between cutesy and sexy.
