Moderation is the reason why we have so many small boards on 8chan. A large number of boards could be condensed together, the problem is that people are so prone to getting into petty schisms about moderation that we get new boards created after every little dispute. People would rather sit in their little islands with a handful of other people who agree with them than use a larger board that they hate because of the mods. The reason why 4chan gets so much activity is because 4chan forces people to use certain boards for certain topics. There aren't dozens and dozens of political boards on 4chan, for example. If you really wanted to prevent fracturing on 8chan, you would have to go against the founding principle of 8chan: allowing user-created boards.
If you theoretically did want to do a 180 on that and make a permanent set of boards, they would probably end up looking like this:

I don't think there should be a massive scizm but there's lots of fat that needs to be trimmed for sure. If a board doesn't have a BO then within a certain time of no one claiming it it should be deleted. Still allow board creations but it's gotta have activity on it or nothing face deletion. Then that'd corral people more into using regular active boards if they can't keep their own active.
