If you're going to go with a Bluth villain go with Jenner. Admittedly, I'd argue that he isn't super well integrated into the narrative (I always felt that NIMH's plot felt a little disjointed with Jenner's scheming being mostly tangential to the main plot of moving the house). But he absolutely nails the slimy sophisticated villain archetype. You get to see him range from urbane politesse to berserk rage based on how much control he has over the situation. He feels a lot like a Jafar in that regard, with the main difference being a broader characterization. Jenner's animalistic design helps a lot here as the animators could stretch his expressions into grotesques beyond even what Disney could achieve with Jafar's more human design.
God damn I miss that level of hand drawn animation.

Among other problems, Unalaq's actions needed more of a connection to the world as established at TLA's ending. None of the villains in LoK besides Kuvira were really rooted in the situation at Ozai's defeat. Amon had some odd non-bender supremacy movement, Zaheer yapping about chaos, and Unalaq talked about tradition but turned out to be more or less a JRPG major villain.
I actually did do some thinking on how he could have worked. He needs to be established as fighting wars on the continent (with no Republic City or its forces), seek to counter the Fire Nation's influence on the world but especially on the Water Tribes (after all, Sozin claimed to be helping the world). Have the civil war start from the enemy cutting deals with the foreigners. Be researching bloodbending and other "dark arts."

Maybe. The point is that he's yelling about tradition and the old ways dying out but it has more context within his world's history without resorting to retcons. The Fire Nation terrorized his kind and to this day have been interfering with the rest of the world, the Earth Kingdom might poke their nose, there were plenty of succession movements and bloodshed in years since TLA's end akin to what happened to after decolonization or even Rome's fall. His neighbors let themselves get warped by foreigners instead of doing the warping themselves. So he acts.
I left out that the part about him setting up his brother is thrown out. Obvious retread of Ozai's dynamic with Iroh (and perhaps another attempt to cash in on Zuko being such a hit by making Tonraq an exiled prince). Either he's the ruler by birthright since he's the elder brother, Tonraq relinquished it, or Unalaq got his position through some other legitimate way.
Funny how for how progressive Bryke, they are surprisingly sympathetic to colonialism that isn't racist and are rather wishy-washy on nationalism. Kuvira was the only villain in LoK who could be called an anti-colonialist nationalist but was transparently meant to be Girl Hitler with her opposition rallied around an obvious puppet king for Raiko.

Frollo didn't like gypsies because they were a bunch of thieves and heathens, quasimodo's parents in fact jumping the border to get to paris in the opening of the movie, which is painted as frollo unrighteously convicting criminals, although it is clear they had just committed a crime.
Esmerelda did a number of things wrongly in the minutes frollo witnessed her

>physically assaulting him after getting up onto his chair and getting uncomfortably close to a public official, which is grounds for having her put in the clinker for a good while alone
His downfall was he fell to sin for it, though he turned that lust into a pure spirit of justice that burned away all the heathens, finally found the nest of criminals under paris, and was prepared to burn them all at the stake in front of the church as a sacrifice for god. In truth, frollo was trying to burn away all his mistakes and make good on them, but then he was burned for it.
