I think it might be mutagen. Though wouldn't you normally need to be around some animal or object to get powers from it? Like Rocksteady was a human that mixed with some Rhino DNA so he became Rocksteady. The only time I've seen pure mutagen affect a human was in the 2012 TMNT and it turned some kid into a blob with his internal organs visible.

Batman fighting The Shredder is a pretty cool idea but I doubt this'll be anything spectacular. The plot is going to be a flimsy excuse for action scenes, my concern is the action is going to be cheaply-made and boringly-written.

I think the whole thing of letting Joker loose is that, without Bane around, he's the only villain who is considered random and creative enough to counter Batman's strategic and tactical acumen and crazy-preparedness. Other villains are terrified of him, but probably consider him relatively safe to work with with Batman to focus on.
Bane isn't going to be in Arkham, anyway. Like Penguin, he's not actually crazy.

It's actually pretty fun. Animation is a little iffy at times but the action scenes are great. Just pleasant to watch a nice animated DC movie again. Even better to have great animated turtles again instead of niggers in neon paint.

Those are great fights. The look on Shredders face when Batman breaks his blades with his fist was great. Also, Batman got super-moved in a split-second from the looks of it. The Turtles losing to Batman makes sense as they generally need to team up on Shredder and even then, then usually have a tough time.

TMNT has crossed over with Batman, Ghostbusters, Archie, Power Rangers, Cerebus, Flaming Carrot, Usagi Yojimbo, Savage Dragon, Gen13, Gizmo and The Fugitoid, Garfield, C.O.W.-Boys of the Moo Mesa, X-Files…
The issue of Gen13 in which the TMNT appeared also crossed over with Madman and Bone. Likewise, X-Files: Conspiracy also crossed over with Ghostbusters, The Crow, and Transformers.
Also, technically speaking, IDW had a crossover event called Infestation that involved TMNT, G.I. Joe, 30 Days of Night, Dungeons & Dragons, Star Trek, and some of the other stuff already mentioned.

I didn't mention Supernatural because Scooby Doo was specifically meant to be a fictional world the Winchesters got pulled into. If Scooby's not real, it doesn't count any more than the million times it's mentioned in Buffy.
Anything that crosses over with Lego Dimensions technically also crosses over with Scooby Doo, but that may fall under the "imagined world" thing like Lego Movie does; I don't know enough about Dimensions to say.
