Why would they change the color scheme that's been pretty much constant in every iteration? His main colors are white and green, with red detailing on the mouth and often purple or blue-purple clothes. Changing the colors to Murrica gives the character's appearance a hugely different meaning. It's like this was designed by a producer or something.

White skin - uncanny and alien, creepy, bloodless
Green hair - alien, wacky, bizarre, unnatural
Red mouth - bloodthirsty (meant to clash with bloodlessness - it looks like it's someone else's blood giving his mouth that color), violent, predatory
Purple clothing - Wealth, style, flashiness, flair
Yellow teeth - animalistic, gross
Yellow/gold clothing details - complement to purple, also implies wealth and opulence

White skin - clearly just painted on over the face, where it's usually the actual skin color, so it looks like a low effort regular clown now
Natural hair - normal person who can't be bothered to put effort into the wacky persona
Red mouth and nose and eyebrows and jacket - now the red it just part of the color scheme and the mouth being red doesn't mean anything in particular. Red now dominates the color palette, making his coloration warm when it's usually neutral-to-cool reflecting his coldbloodedness and detachment
Blue accents - blue indicates strength and coolness (as in calm, tranquil) which is completely wrong for the Joker, who is bombastic and wins through trickery.
