Yes. Rerunning old properties doesn't give resume building experience for executives so that they can climb the ladder or jump ship for a better job at another company. The budget isn't any greater than it was of course so you have a smaller number of shows competing for an obscene amount of airtime with the winner taking all.

Is there even any reboot/remake of a cartoon that ended up being equal or actually better than the original yet?
I think off the top of my head the best recent reboot would be Thunderbirds are Go! which isn't perfect but still feels like a worthy successor to the original series of Thunderbirds made with today's tech (CGI characters/vehicles on physical miniature sets) instead of marionette puppets which I believe allows them to do story settings they most likely couldn't produce (with tech and budget restraints) back in the 60's.

The backgrounds are decent enough, but all the characters and the actions are so flat. The zipline doesn't zoom towards the camera and so forth, Bert doesn't launch toward the screen falling out the window, etc.
All that's missing for the background is some watercolor/gouache effect to break up the solids more. Gravity Falls used that for their backgrounds, and it's easy to accomplish digitally with modern programs. Sadly they still pale to whoever they got for Pokemon XY for drawing outdoors. After seasons of phoning in the tree backgrounds and becoming okay at times with later generations, XY was pinnacle Pokemon travelling woods background detail.
