CIA's move set is dedicated towards ranged attacks, air fighting and grapples. Despite his panoply of battle suited towards the air game he suffers on the ground, from match-ups where the opponent has solid anti-air move sets, his lack of invincibility frames, his fast fall speed and his jumps not getting very much height. His inability to multiple threats on the ground is a minor disability, after all you're not supposed to be bringing friends. The match-up vs Little Mac is horribly in favor of Little Mac and it gets extremely painful against any competent Bane player. The reason for this is because Bane's Fire Rising hurtbox does not actually match up with the visual and extends a good deal past it.
