I am also looking for another country to move to with less legal restrictions on small businesses. In New Zealand we are too developed to have opportunities for small entrepreneurs but also not developed enough to enjoy the benefits of modern society. Patagonia is probably your best bet. It's basically a huge desert (as in: very little people) on the southern half of the country with wildly varying weathers.
Near Bariloche and El Bolsón there's plenty of mountains and lakes, with really beautiful sights and many opportunities for camping.
On the coast you'll find beaches but in a colder weather than usual. There's also whales in Puerto Madryn which is probably fun.
Going even more down under Ushuaia (world's most souther city IIRC) is also stunning but quite cold all year round.
Outside the patagonia there's nice landscapes in the northwest too (Cerro de los Siete Colores and Salar de Uyuni, although the second one is Bolivia). Northeast is more jungle like.
We also have antartic military bases, and I'm planning of applying for a 1 year stay there as a technician (or whatever they take me as). Unsure if a foreigner can get accepted, but hey you might find it as exciting as I do.
