Nah, Linux is much easier for watching anime. You don't have to hunt for codecs or anything like that: most distros are bundled with ffmpeg and if you don't like the default media player it's piss-easy to install one through your package manager. Windows only pretends to be normalfag friendly but all this comes crashing down the minute something breaks and Microsoft's ugly, inconsistent mountain of complexity rears itself, and you're stuck with performing arbitrary voodoo rituals which may or may not work for reasons no one understands (including Microsoft, which forbids its programmers from fixing bugs unless they involve security holes).

Drawing circles in GIMP is easy anon! You just get the ellipse select tool and use it to draw the ellipse, pressing and holding shift to force it to be circular (being sure to press AFTER you begin putting the ellipse down), then going to menu->Select->To Path, then going to the 'Paths' dockable dialog (enable it through menu->Windows->Dockable Dialogs->Paths), right clicking on the path you've just made from the selection, then Stroke path…, and choosing how you want it to look. Just make sure to have canceled the selection before you stroke it. Stroke it with the paintbrush tool for extra fun variations!
