The first series that always pops into my mind when I think "good premise, but completely shit everything else" is Sword Art Online. Think about it. We could have had a show about the adventures both humorous and depressing of a guild stuck in a death game, exploring gorgeous environments (one thing even lots of shitty MMOs tend to do right is beautiful locations), delving into the lore of the game world, some of the guild realizing they have nothing to go back to if they ever get out of the game, and shit like that. Instead, we got Cyber Jesus and two years of semen.

Xamed. That show had cool art and world but I have no idea what was going on.

Darker than Black. I had no Idea what was going on.

Shigeki no bahamut. First season was fun but the second season shows they have no idea how to further explore the world or characters.

It would have easily been a great show if the had made smug-bitch the big bad, instead of making a literal meme the evil person, and also falling into the enternal trap of making the big climatic showdown some emotional nonsense about the main character's feelings instead of just having a giant beat down between all the characters.

I can kinda see your point with Big O being in the noir genre but the genre itself has more detective and spy stories that figure out their main plot instead of it intentionally left a mystery.

I see this to often in anime. Was rewatching both Ghost in the Shell movies and was surprised by this. Nietzsche is a nip favorite apparently.

Also Caligula started in the same vein.

Oh yeah, it's a great movie. The pretend phylosophy takes me out a little bit when it shows up, but both movies more than make up for it.

Kaze no Stigma. The idea of warring clans and the son of one of leaders being exiled and coming back with strange new powers could have made for a really good story if handled better.

Made in Abyss is a good idea. The other world in the hole thing with the levels etc. Kinda stupid tho that a 10yo would go down into certain death. Also why isn't the military just bruteforcing the thing and take the loot?
