A few years ago, it was entirely possible to peel off the cloth-like outer layer of a baby diaper such as Pampers Baby Dry. Besides that, you could also remove the wings and leg cuffs without damaging the pad that absorbs the liquid.
With the specific version I had, you could even try to remove the plastic cover (the one that remains when you remove the transparent, cloth-like cover stuff). The plastic wasn't glued to the pad completely, so by ripping it at a looser place, you could easily strip away 50-80% of the plastic layer, too.
By doing all that, you can get really great stuffers for less than 25 cents per piece (size 6). They smell nice, they absorb loads, they remain dry very long, and they have that lotion stuff that's good for the skin in them. Just be sure to get them on Ebay in bulk, or use coupons to get a real deal on pampers diapers.
Off-brand diapers sometimes work, too, but I've noticed that some of them don't even allow for the removal of the cloth-like cover without ripping the pad. The pampers baby dry of a few years ago were the only ones where I could remove the plastic cover from the pad without damaging the pad.
