I'd probably build it as a multi-step process.

One network extracts head geometry and color from one or more reference images. Another network extracts lighting information, head position and facial expression from the reference video. A third network reshapes the head geometry taken from the pictures to match each frame of the video. A standard rendering library is used to do 3D rendering given the geometry, texture, and lighting information. Finally the output video is passed through another network to remove artifacts and make it look seamless.

Of course every step of that process requires an enormous amount of R&D, and getting training data isn't trivial.

Allow me to give my two cents about this whole thing:

The problem is that we are reaching the limits of what we are able to do with the current transistor silicon based technology. You can only do THAT much with a given sort of technology. You can only optimize that much. It's like vacuum tubes, you reach a point in which there's no where to go. Of course they can do smart things like, 3D chips and so on. But the limits are there.

But, that said, there's other paths to follow. For instance, I don't know if you heard about that they were testing DNA based storage, which could, theoretically increase the storage in multiple magnitude levels (you could, like, storage the whole internet in the back of a van, or something like that), it's crazy high the density capacity. So, there's other ways to follow.

The progress is exponential, because we always use the tools that we already made and have at our disposal to create new better tools, and so on and so forth. So, I think we have to take into consideration.

What we'll have at a first moment is better technology and easier tools to fake/edit/create videos (such as deep fakes and so on), maybe even a better/more automated 3D modeling/animating method.

I mean, for god sake, nowadays there's softwares in which people can create games which, back in the day, 20s, 30s years ago would have required the work of a whole top-of-the-line game designer team.

So, probably we are way closer to a point in which a small team of CGI professionals can fake any video that they might wish with little work and faster. Like, this video took 800 hours to be made, and was created by only one CGI artist, if he had more automating tools at his disposal, probably he would have been able to create it faster let alone a more powerful computer, of course
