Yours is technically fine, but it looks like crap because it's just a low-contrast scan of a piece of paper.
Load it into GIMP, fix the contrast, and then color it using a layer on top set to multiply mode. Actually, I've just done that for you. I used a tablet, but there's nothing which couldn't easily be done with a mouse and selection tools.
Also, handy trick for scanning. If you end up with a gradient like the one in your image (light in top left, dark in bottom right), there's a way to get rid of it. Use the color picker tool to copy the average color at the two extreme corners. Use the gradient fill tool on a new layer to recreate the same gradient. Finally, set that layer to divide mode and make sure it's immediately above the layer containing your scanned image.
Oh, and don't use so much fucking jpeg compression.
