I don't think kids shows create fetishes but at the same time various scenarios can have an impact on our young minds that we latch onto.
However, I don't think we would be latching onto these things unless there was already some sort of seed of fetishism in our minds already.
Personally, I think I was born an ABDL. My earliest memory is me as a toddler walking around my parents kitchen and just enjoying the sensation of being in a diaper. Maybe that's a false memory, but it's stuck with me all this time.

These are some of the ones I can remember off the top of my head. I know there's more, but I can't remember it. In his other shows, in Danny Phantom, the counselor had Danny dress up as baby new year (diaper, top hat, shirt, sash) to "help" Danny, but was doing it for her own benefit of trying to take his energy and in Tuff Puppy, the cat agent was dressed up like a baby for a mission. Even in the costume, she fell over twice on her butt because "her legs were asleep."

How come it's so common to see men padded in cartoons and TV shows and shit but it's incredibly rare to see clips of women wearing diapers in media?

Just recently, I ended up finding this while going through TV channels. It's called Rocket Monkeys and the episode is called So Mature. It does the whole trope involving maturity between brothers and how each brother has their roles of maturity swapped. There is some adult baby imagery with infantile acting and diapering. There's also a lot of pants soiling (3 scenes from 2 different people), but as I've come to see from the two episodes I saw together, there's a lot of visible urine and scatological content in the show in general. The first episode before So Mature had one of them poop out a doorknob towards a door and the doorknob had visible feces on it as it flew.
The episodes in general are very loud, fast paced, random for random's sake, and nonsensical. That's my warning if you plan to look at either episode in the link.

There are 3 references that I remember in The mask animated series.
In episode 3 of season 1: Baby's Wild Ride, where a baby wears the mask and uses his powers to put diapers on several people, Stanley Ipkiss, an ice cream seller, bikers and the Lieutenant Kellaway.
In episode 2 of season 3: Little Big Mask, the mask creates an anti-aging cream that makes it a baby, the almost complete experience of regression in that episode, including the scene in which Stanley returns to his normal age and he's still in a diaper.
