Yes. It's pretty shit in all aspects compared to S1, but alright if you like the context/characters and just want to see what happens next. If you're not very tempted then I'd recommend waiting until it's done and then watching it all at once.

It was a teaser in every sense of the word. The quality is consistently bad. It's even confusing when it picks up for brief 6 second sequences. It's not even a case of preference, the quality is objectively bad and the teaser shows for it. If anything, the teaser lets you down easy.

The quality of S2 is so bad that it's not a case of poor animation quality alone. S2's poor quality extends to things that include Direction, Tone, and even bizarrely: Audio mastering.
The Direction in S2 is what lead to things like the poor performances of new and returning actors to the series, the pace of the show, out of place and unnecessary filler, and of course the tone. Tonally, S2 is superbly awful. If you want genuine good jokes like what you would expect from S1, S2 ruins them.
This is probably its worst crime. As a shonen that's primarily comedy, the jokes should come first. The low budget is unfortunate but if they could have nailed the comedic setup, timing, and delivery, you would see posts like:

This isn't the case. They fucked up what could have saved it. Even the audio leveling in some areas is bad, which lead to some people confusing inner-monologue for actual dialogue.
For entertainment value, consider picking up either or both the manga and webcomic. The manga gives you the eyecandy you will miss seeing from S1. The webcomic gives you the full length of the story so far and a focus on jokes. Avoid S2. S2 is so bad it might even kill how you see the jokes delivered properly in the manga and webcomic. I can see it happening.
Honestly, these threads would be more fun if people were discussing the manga or webcomic.

So I jumped into it. Stupid and gay personal impressions after blowing through 9 episodes in one go:
1) I didn't hate the animation as much as I thought I was gonna. Compared to S1, yeah, it's an abortion. Compared to standard seasonal garbage, it's mediocre/below average most of the time, with some actually competent sakuga once in a while (a while being less than once an episode on average). I thought it was going to be worse than it was, but holy shit if the moments of actually decent quality aren't spastically interspersed through the show. Some episodes are horrendous, and some episodes have scenes that look like they came straight from S1. Guess they had to ration out the talent or something.
2) The fucking half-frame shots are so goddamn grating. That's the worst part of the animation if you're not looking out for all the "look at how minimal they kept motion in these scenes" moments. Half the action scenes involve frames that include two 50% opacity images of an object in motion in two different locations. Normally this is the kind of shit you see when a youtuber is retarded at encoding at a native framerate and the video editor software needs to hack shit together to make it work, but in this show it's a fucking feature of the animation. This never happened in S1, and the first time I saw it I thought it was an issue with the video upload itself.
3) The two things that stood out to me the most: the color grading and the pacing. The color grading is "what the fuck" tier, especially on metals (looks like airbrushed deviantart fan images), sometimes even on low-detail/low-complexity objects. The pacing is breakneck whiplash "what the christ is going on" speed; first few eps were alright and then when the tournament starts, someone just stepped on the gas.
Conclusion so far: this actually would have been a pretty respectable adaptation even WITH the drop in animation quality, had they only slowed down the pace and focused on the pacing, plot, tone, and development. After all, the source material isn't about looking good whatsoever, it's all about the story and how it's told. They could have done super well with this had they not murdered the vehicles with which you use to tell a story coherently in an engaging way.

You're not imagining it. Like I said in one of my earlier posts, it's super sporadic. There are a few scenes rarely encountered that look respectable and have good frame counts and decent animation. Few and far between, however, and the choices of when they use it seem haphazard.
On another note, has no one just closed their eyes and listened to the sound effects? It's like whoever the sound designer was tried to create maximum punch in the audio without knowing how he should do it, so he mixed some effects and then blasted the fuck out of the decibel boost. I'm fucking certain I can practically hear static on the top end of these blown out effects. This is obvious when effects are layered and you can hear the interference, there are a few times this happened in the Garo fight at the end of last ep.
This isn't new, I noticed this in the first few episodes, but I haven't seen anyone mention it.

Every modern anime is like that, and a lot of older ones were too. Back in the day it was because there were different art directors or animation teams working on different episodes. Now, I don't know what their excuse is, but animation and QUALITY is always see-sawing all over the place in almost anything you pick up.
I can't believe how good of an anti-villain Garou is. It's almost as if he's playing the straight man in a world where literally everyone else is a parody character. One could almost make the case that he's somehow accidentally fallen out of a completely different manga into this one.

Does anyone else see strong parallels from Sonic and Flashy Flash to Guts and Griffith? Firstly, they both have the same color dynamic and fashion style going on. Flash murdered a bunch of his peers to abandon the old world where he grew up, just like Griffith during the Eclipse. Sonic was hurt but not killed by Flash's actions and spent the next chapter of his life aimlessly roaming about taking odd jobs here an there, like Guts. Both pairs are the undisputed two best fighters in their group, but seldom fight each other.
The major difference is that Flashy Flash and Sonic forgot about each other while Griffith and Guts think about each other every waking moment.
Do you think ONE's doing it intentionally? Or maybe the parallels aren't as strong as I think they are

I honestly haven't read the manga since Garou was introduced like six years ago or whatever, and when I saw that little portion I was gobsmacked at how much better it's gotten. Just look at how well he draws hands now, and any artist worth his salt knows how hard hands are. It's completely obvious that it's become a situation where a decent artist is only pretending to draw badly. It's less "this is drawn badly" and more "this is stylized to resemble something drawn badly". Reminds me of every once in a while where an anime OP/ED will radically change the artstyle to resemble something crude, like children's drawings or graffiti, but the level of competency in the artwork is still obvious.

We are nearing the end and it hasn't improved that much. I think episode 3 and 9 were the worse episodes of this season. The shiny metal looks embossed and darker than it should be and ends up just muddy. Music is generic and yet at a low pitch that you don't get the emotional resonance it wants to convey. They still don't got the idea of how speed works so we get a lot of blurry fisticuffs. Attacks don't connect so you don't feel the weight of the impact.
They actually used a 3D model for the Monster King which makes me question why they used a still image previous to this episode. I guess they didn't think they'd get to a 3rd season where the monster king will be in full action so they needed only the head and mouth for now.

The flashbacks were a strong mental note in each character's motives or thinking, they're not your typical shonen flashback where it's to remind the viewer of what happened, it's something that did happen in the past but wasn't shown until this 'flashback'. The Manga is usually lot of pages of action for what ONE's storyboard is made of few panels of a fight.

I feel like the monster raid arc should be adapted as a movie; i don't think it would be able to hold a whole season by itself. S3 i hope covers the newest webcomic arcs, (Psychic Sisters, Neo Heroes, Ninjas) but with Murata's pace it would be nearly a decade before that gets an animated adaption.

Episode 11 was one of the few good episodes since they actually put animation into it. I guess they put all their budget into this garo fight and some against the fight against Demon Cyborg. Some of the music felt generic and sfx felt stock. There was still that reflective metal I complained about but now I have a comparison since they showed a reflective metal that didn't look shit. Geno's arm for some scenes has metal that doesn't look overly shaded, mostly in mid shots where his whole arm is visible. The terrible shading and plastic wrap look of the metal is best exemplified by the one where garo dismembers Demon Cyborgs arm. There is clearly a conflict of design since such shading is overdone but it shouldn't even exist in a fight during the day. There was also bad reflective metal shading for death gatling's gun as well.
Other than that, this was actually a good episode for once. I kind of wished they put more effort in the other episodes but I guess it's too late to change that, unless they take the complaints from their audience to heart and correct it for BD.

The terms you're looking for are "roughness" and "specularity," although technically that applies to 3D rendered objects. Still illustrates the exact problem though. Rather than giving metal a smooth, polished, highly reflective appearance, with relatively sharp lines between various colors of different saturation to give the illusion of reflectivity, for some reason in season 2 all the metal is some horrendous, matte-finish airbrushed gradient. In 3D modeling, high specularity and no roughness makes any reflections 100% perfect and crisp. The higher that value, the fuzzier the reflection is, and metal things this season look like high roughness spraypainted garbage.

But as far as shounen stuff goes it was pretty good. Except low-res close-up moments and varied framerate on animation. They really pushing for "bluray will fix it" angle.
It just generic shounen at this point, except with LESS humor. It started with "I dont give a fuck, just shorten your backstory to 14 words" And now we have 4-5 flashbacks, where one would be more than enough.
Overall it was okay but if I wasn't reading manga I dont think I would watch it (this season) otherwise.

And this is the final episode? This shit felt so underwhelming. I don't know if I'd call it full-on bad, it was competent enough I suppose, but there was something just missing from the season as a whole, and especially this episode. It didn't feel like anything carried any weight or was interesting, like they were going through the motions. A summation of my impression of this episode is something along the lines of "just some stuff that happened." That's about it.
At this point I pray they don't make a season 3. Just lay it to rest, don't rape its corpse.
