Honestly I prefer season 3. I found the gags in seasons 1 and 2 to be a bit too repetitive and overly exaggerated.
Those seasons weren't bad by any measure, but some of the characters felt a bit one-dimensional because of how many scenes relied entirely on them doing their special thing. It somewhat overshadowed the more subtle dynamics between all the different characters.
Season 3 had fewer repetitive gags and focused more on cute slice-of-life bonding between the characters.

They changed studios, and probably most of the staff if I had to guess. I think the excessive focus on side characters was also part of the problem. I can't say for sure but I've noticed something of a trend in longer-running series with a small cast of core characters like Yuru Yuri, where I think the writer tends to get bored or just feels they've used up all the potential of the main cast to they keep shifting focus to new or side characters, who were never written to be the focus.
