I had a long discussion about this on Animebytes. The answer is lack of money, time and good animators with passion paired with more money grubbing than ever which encourage the use of digital techniques which will never provide the same sharpness and acutance as a cel based workflow.

Also, faggots saying "nuhuh, things haven't changed, you're cherry picking!" are missing the point: the average quality may have gotten better but we don't have pearls (as far as animation goes) like most movies and some OAVs from the 1985-2000 period.

All anime character designs in a certain era shares the same attributes in it's art because it follows what's popular. You can see this with how much different studios used proportions similar to K-On in the mid to late 2000's. In the 80's lots of anime used the Gundam proportions. Popular character art styles change through the ages and it doesn't mean any one is any worse than the other. If you claim otherwise, that's just your opinion.
