CRF doesn't target a bitrate, it targets a perceptual level of quality and varies its bitrate accordingly.
It's not so great when you have a fixed bitrate/stringent filesize limit to meet, but good if you want to encode videos at a certain quality while still getting the most out of the codec in terms of compression efficiency.
