Yeah it really does seem more like an OVA or an addition to the manga intended for people who've already read it rather than a stand-alone adaptation. Still, sometimes the first episode of a series shows the full cast and then they go back and do the character introductions afterwards. The next episode is about the yuki-onnas, I don't remember where that was but I feel like it was pretty early, before pekora even?
