Studios usually pay only a miniscule ammount of the funds to create an anime, in some cases nothing at all.
Anime is funded by large production companies (Aniplex, Kadokawa, Pony Canyon, etc.) who poll there money together with other companies (music, game, source publisher, etc.), this creates the production committee.
There's also the fact that the anime industry collapsed 2006/2007, which lead to production committees funding safer anime (adaptations, 1 cour instead of 2).

That's actually not true. The anime industry is more successful than it ever has been, but there's a shortage of animators. This limits the number and length of anime productions.
