Hotaru is certainly the best *character* of the series. She's fun to watch and fun to look at. But "best girl" is a title exclusively for who exhibits the best behavior with regards to actually becoming a wife. Hotaru is clearly autistic and hard to deal with. Why else would her hyper-rich father dump her in a random town with a bunch of strangers? She doesn't even really love the protagonist. She just thinks he is good at dagashi. Saya actually wants to take care of Kokonatsu. She wants to support him in a submissive way. Hotaru merely sees him as a tool for her autistic plans for world dagashi domination.
