Elves have almost nothing to do with fairy folk, the term fairy replaced the term elf in many germanic languages in the late middle ages, but referred to different beings.
The belief in elves/Alben/Elben, still existed in many Germanic countries, but wasn't as strong it was before the late middle ages.
Both modern and Tolkien elves are based on the old Germanic elves, and not on the 30cm small elves that became popular in the 1800s.
I still see Tolkien elves as stronger inspired by the Icelandic variant, while modern elves are at least in my opinion more strongly influenced by the classic Germanic variant.
