A recording microphone is definitely possible, a reasonable quality camera is not. 15 minutes flying time should be feasible, I imagine.

I can imagine a future where drones that are capable of heavy lifting will need a license for security concerns. The same might apply to very small drones for privacy concerns. The problem being, it would be hard to regulate something so small, that might have an open source 3D printing schematic just a torrent away. No doubt, a push would be made to further wrap the world in red tape and increase government oversight.
The future is going to be weirder then we can even imagine. I remember reading a sci-fi scenario by the writer David Brin, where he posited a world where wireless cameras could be 3D printed on sheets of stickers. That they would be no more expensive then gumballs from a vending machine. The most mundane existential risk being, a randy teenager buying a strip of these cameras for pocket change and then affixing them to the tree outside the bedroom window of the hot milf who lives down the block. The possibility of off the shelf insect sized spy drones could turn a lot of people into raving gangstalked paranoid schizos who went off their meds. Imagine enjoying a summer day and seeing a swarm of gnats heading your way and then feeling the need to run inside and close the drapes. I had a friend who would, for laughs, theorize that spiders were organic nanotech surveillance devices let loose on Earth for the benefit of an intergalactic reality TV series. We'd laugh about this possibility and make surreal jokes over drinks. I'm not sure I would enjoy living in a world with such cheap and powerful tech.

Yes, spying on someone or facilitating that with drones, is illegal in many countries including Australia, A flying "hidden camera" the size of a fly would be a ginormous legal nightmare. And The only reason you can purchase drones with pre - equipped cameras in Australia is because they are manufactured overseas and designed by companies overseas. making and selling your own camera equipped drones in Australia is a huge risk.
