Ver. 2.00 of Arlvit's Youmu Currently in Development
Arlvit is the creator of the perhaps most popular MMD model of Youmu and has been working on a new version for about 4 months now.

MMD has came a long way since it first got started.
Now the models are really getting up there. Hopefully in the next several years we start to see anime styled CG that doesn't look super awkward. Some if it looks almost hand drawn now until it starts moving.
They're getting better about it though. Knights of Sidonia and Ajin managed to be CG and look… alright. The story in them is nice though.
Gonna be great once it's perfected though. Going to open up a lot of options for new media.

Myon's Day is the second most popular day to celebrate Youmu.
It was conceptualized by Katanakko Daisuki and first celebrated in 2010.

Youmu Festival to be held soon
Noritamago-sensei is planning to hold a "Youmu Festival" (another twitter hashtag celebrating Youmu) soon, probably this weekend.
He also did one for Yuyuko-sama a few days ago and it has produced a lot of new fan art. No word on the hashtag yet, but it's most likely going to be #妖夢祭 .

[Unconfirmed] Youmu has made an appearance in the latest chapter of the Touhou Sangetsusei manga
The second chapter of Touhou Sangetsusei ~ Visionary Fairies in Shrine has been released today and according to some tweets, Youmu makes an appearance. Apparently, she is unfortunate as always and gets brainwashed by Clownpiece .
No confirmation as of yet, just a number of tweets asserting this, but if true, it's her first notable canon appearance in several years.

This is pretty much confirmed by now.
Even the touhouwiki article was updated accordingly.
But scans are slow right now, so it might take another year until a scanlation. Same goes for her recent cameos in the other mangas.

Well, that was quicker than expected.
Meanwhile Touhou Ibarakasen hasn't been scanlated for quite a while. Youmu has a cameo appearance in Ch. 28, but after almost a year we still don't have any scans, not even after the volume was released back in January.
Anyway, this was a good chapter. Youmu was both cute and badass. But she will get scolded in the morning and no one other than the fairies will ever know that it wasn't her fault…

Quality of the art usually depends on the popularity of the characters. This time was actually a bit worse than usual due to Cirno's and Momiji's niche popularity. Youmu got about 1/3 of the art, which means that the other characters were just as popular. In some cases, Youmu gets the majority of the artwork and in general about 15~25% of the art is decent (but even unprofessional artists sometimes have cute ideas).

Strange Creators of Outer World Vol. 2 has been released today
And there's at least some Youmu in there, as hinted by this snippet of its editor (pic 1).
Of course, it's just a doujin anthology supervised by ZUN, but some artists are notable illustrators of the canon mangas.
One of the contributors is Azuma Aya who has been illustrating the Wild and Horned Hermit series. She celebrated its release with a illustration of Youmu (pic 2) and also noted that she contributed a few pages of comic and illustrations, possibly hinting at a Youmu appearance in her contribution to the anthology.
It also comes bundled with a clear file of Youmu and Yuyuko (pic 3), but it's exclusive to melonbooks, which doesn't ship overseas. ;_;

Youmu appears as a minor character in the latest chapter of Forbidden Scrollery
In Ch. 42 of Forbidden Scrollery dubbed "One Hundred Ghost Stories For Humans and Youkai (Part I)" Kosuzu decides to organize a ghost story event and both Yuyuko and Youmu are among the participants.

While still not formally introduced yet, this marks the third time Youmu has appeared in the manga and the first time it isn't just a cameo appearance. She even has her first line: "Hiiii!!".
Stories in Forbidden Scrollery tend to be split in two parts/chapters, so she will make an appearance in the following chapter as well.
If ZUN didn't just include her on a whim, we might even see a formal introduction, which would hint at more appearances in the future.
Youmu was last formally introduced in chapter 2 of Visionary Fairies in Shrine.
Even if ZUN just inserted Youmu as comic relief in her recent appearances, we're seeing an increase in canon appearances lately after years of silence. It's at least a sign that he hasn't forgotten her yet and increases the chance that she might get a proper appearance soon.

I didn't understand this one, which is probably why it hasn't been translated yet. Given the context, it sounds to me like she'll live for as long as her master exists…?

That might be a neat idea but she'd probably be considered more Yokai than human. Her phantom won't help at all since it makes her stand out. Somebody like Rinnosuke seems more up to such a thing since he looks quite human. But then that could lead to him being rejected by the Yokai.
In that sense it might help her since she sort of has the appearance of both. Plus she seems like the type to take up that kind of burden.

This part is definitely correct, I just translated it more literally. The second part is a bit tricky.
The translator's comment reads "filled the last box.unsure about a few parts, please recheck." and second part is definitely wrong.
But I'm pretty sure now that he got the tense right and I didn't and now it makes sense:

Well, Hakurouken is technically the family heirloom and she assumed Youki's position as gardener and sword instructor.
Even if Youki came back one day, Youmu would remain the head of the family.

Phantoms are spirits, not youkai. If I remember correctly, youkai don't even have souls, which means that they can't be reincarnated and are considered impure beings.
Or from Reimu's mouth: "What I do is youkai extermination. And phantoms are not youkai."
I think Youmu would be an interesting character because she's an outsider and neither affiliated with the youkai extermination and Human Village camps nor with the youkai camp.

Not sure how much will be included in the final product, but I hope he'll release all sets of clothes including the coat.
In case you haven't noticed: She has different eyes when she wears the summer school uniform in the latest video. My guess is that all sets of clothes are included in the same model similar to the blue and red eyes in some of the other Youmu models.

I think it's quite possible that he will release different faces, most likely the ones from >>357 since the latest video has both the girlish and serious ones.
By the way, it seems he has updated the stages of development:

There are three downloads:
◎魂魄妖夢Ver2.00 is the actual model.
魂魄妖夢Ver2.00組立キット is the assembly kit.
制服とエプロンテンプレート are psd files of school uniform and apron textures.
What it does include:
> a total of 30 models (24 Youmu models)
> 2 different face types (Type-C and Type-M)
> 2 different pupil types
> 2 different model types (full and dance)
> various school uniform variations
> various variations of her regular uniform
> the apron
What it doesn't include at all:
> the coat
It should also be noted that both face types have fairly chubby cheeks compared to Ver. 1.x. There isn't a way to efficiently change this that I'm aware of, but full models have a scale to increase the chubbiness. Give it negative values and you can decrease it a bit. On a side note, the chubbiness only ever bothers me in the frontal view of the mature face (Type-M).
As for the hair, all models have the same front hair (straight-cut bangs), but the side hair changes a bit depending on the face type.
For some reason, one Type-M model still has the side hair from this picture: >>357 .
I haven't found any way to change the front hair in the main model, but it can be changed in the assembly kit.
Both the main model and the assembly kit let you customize the model, but it requires additional software.
The customization folder of the main model is mostly for changing textures/texture colors, whereas the assembly kit can do a bit more than that. From my understanding the assembly kit lets you assemble your own model from the parts it contains. Take the Youmu in the release video for example: In the second half she has different front hair. There are some self-explanatory pictures in the the assembly kit folder, not sure what else it can do.
I'm a bit disappointed about the coat, but other than that it's a pretty good model and probably Youmu's cutest one so far.

Not all that noteworthy, but ZUN has released official Touhou stamps for LINE, Japan's most popular instant messenger.
The stamps don't seem to be available outside Japan anyway and the art isn't done by ZUN, but it also includes a stamp of Youmu.
In case you're wondering, it says "For the time being, I'll cut [you]".

Sadly, Youmu didn't get a formal introduction this time either and was more of a background character again (same for most other participants). Still, this is the closest look we've gotten on her so far.
This chapter ends the current story, so it's unlikely that she'll appear in the next chapter.
I'm kind of disappointed that we didn't get to hear Youmu's and Yuyuko's ghost stories, especially since we know that everyone told at least one.

I can't see it happening in any of the ongoing mangas.
They all focus too much on events inside Gensokyo and barely focus on anyone but its respective cast of main characters.
But as stated before, ZUN is thinking of making her a playable character in the next Touhou game, which at least means that he hasn't forgotten about her.
You'd think that Youmu would be a likely character to appear in the fighting games, simply because she is the most notable sword wielder. The main problem is that Youmu doesn't have anything to do with the recent events, but if she were to appear in the next Touhou games, the situation might be different.
Notice how ZUN said that he might replace Sanae with Youmu instead of Reisen with Youmu? This means that he already has another character in mind as a guest character.
Maybe Orin or Clownpiece after the events of Touhou 15? The Yama sending some of her subordinates to Hell to investigate an incident would work.

I think so, too.
Even if ZUN hasn't found a way to integrate her into the story just yet, we've recently seen an increase of non-cameo manga appearances after years of silence.

ZUN has just released a second set of Touhou LINE stamps. And this time around, Youmu got four additional stamps, same as Reimu and more than any other character.
The artist of the stamps seems to be the same as before. My guess is that official LINE stamps are drawn by a professional artist hired by LINE rather than a random Touhou fan artist.

ZUN Drew Youmu at Today's Nikennme Radio Event
At the latest nikennme radio event ("２軒目ＶＲ") ZUN drew sketches of a few Touhou characters throughout the event. In total, he produced 6 drawings: Sanae, Youmu, Sakuya, Marisa, Reimu and Cirno.
Youmu is dead drunk and there seems to be some blood on the blade of her sword. The text says:

Youmu gets a short profile for each of the three games (IaMP, PoFV, StB) and this time there's an "Award-Giving Review" for IaMP and PoFV instead of a cross-review.
In the IaMP section Youmu awards the danmaku prize to Patchouli because she had trouble closing in on her.
She awards Sakuya the banquet prize for her cooking skills and sees her as a role model.
And she awards Yuyuko the special prize for no specific reason.
Youmu also received Alice's banquet prize because she found Youmu getting teased to be entertaining.
Interestingly Alice also calls her a "chibikko" (small child, pipsqueak), which according to Nico Nico Pedia refers to a kindergartener/early elementary schooler, but is also used as a derogatory term not specifically referring to a certain age range.

That's unlikely because Alice/Yukari and Reimu/Marisa seem to be fighting the wabbits and Eirin in the trailer.
Seeing as Youmu seems to have infiltrated Eientei as well, the only one left for Youmu/Yuyuko/Sanae to fight is Kaguya.
Remilia/Sakuya will probably fight Mukou in ep.10, since they haven't made their move yet.

Youmu Fan Art on Pixiv in 2017
In 2017 Youmu fan art on Pixiv has again diminished a bit, but it's still relatively stable above 5k/year.
Manga submissions, however, have diminished substantially.
This shows that the declining amount of fan art can't be solely explained by the popularity of "matome" manga submissions.
That being said, older manga submissions tend to be genuine manga, so there's definitely a steep decline in that category.
The graph doesn't take into account that matome submissions are also more likely to be untagged than single illustrations, but bear in mind that the same thing can be said for the past few years.
Furthermore, the graph also neglects that older illustrations are more likely to be already deleted, so the actual amount of illustrations in the early years was originally probably much higher.

Youmu appeared in Chapter 45 of Wild and Horned Hermit
Even though she doesn't have any actual dialogue in the chapter, she appears quite a lot in this one. So it's worth checking out.
I'm not sure whether her inclusion in this one was just artistic freedom by the artist (which I suspect is the case with many background cameos) or actually by ZUN's direction.

ZUN allowed doujin LINE stickers
A while ago ZUN green-lit doujin LINE stickers in addition to the official ones I mentioned previously in >>438 and >>498 .
There are now hundreds of unofficial LINE sticker sets and many include at least one Youmu sticker.
Some are even Youmu-only sticker sets such as the one from Sazanami Mio.
Unfortunately, one of the requirements for the unofficial Touhou stickers forbids them from being published outside Japan, so all of them are region-locked just like the official stickers.

I completely missed this for over a month, but:
Youmu Appeared as a Major Character in Chapter 47 of Wild and Horned Hermit
And she actually is relevant to the story and has a lot of dialogue.
I think it's safe to say that she will appear in the next chapter as well.
This is the first time in a long time that Youmu doesn't just appear just as a cameo or joke character.
We even learn something new(?) about her:
She is able to converse with phantoms.
She probably does this a lot then.
In any case, I don't remember this being canon before and especially not with her human half.

ZUN Raffled Off Two Old Youmu Sketches at the Latest Nikennme Radio Event
ZUN celebrated the 100th Nikennme Radio Event with by raffling off more than 20 sketches (and various other goods), among them two old Youmu sketches from 2005.
The sketches were originally displayed at Ichijinsha's booth during Comiket 69, most likely as advertisement for Bohemian Archive in Japanese Red, which they published.

The 15th Touhou Popularity Poll Will Be The Final One (For Now)
When the date of the 15th Touhou Popularity Poll was announced back in November, the representative of its executive committee Usui also announced that this will be their final Touhou Popularity Poll.
As the main reason for the sudden discontinuation, he cited business in the staff members' lives.
However, Usui also stated that this only meant that the current management would be retiring and if someone else was willing to take over the project, they would consider it and referred to a specifically created recruitment page.
In this scenario, the current management would be phased out and replaced with new members while he would still act as support.
Another possibility would be a completely new Touhou Popularity Poll that would inherit the current one only in name.

Youmu Has Been Confirmed to Appear in Touhou Cannonball
Touhou Cannonball is a mobile game developed by corporate developer Quatro A for Aniplex. It seems to be a mobile board game with RPG elements set to be released this year. It also implements gacha mechanics.
In today's live stream Youmu's character art was among the first five that were revealed. Her character art is drawn by Sazanami Mio and his design is also used for the 3D model, albeit superdeformed.
As with the other content ZUN has licensed to Japanese corporations, I don't expect this game to be released in the West.
However, it seems to be greatly anticipated by Japanese fans.

There has actually been quite a bit of new lately, but I held it back to not overshadow Touhou 17.
First of all, a bit of Touhou Cannonball news:
The website has been updated and preregistration is possible now.
The website now confirms that Waki Azumi is Youmu's voice actress and also features a screenshot of Youmu in story mode.
Youmu in story mode was also shown off at Reitaisai, but I only found a really bad photo.
Secondly, the Touhou/LINE collaboration mentioned above ( >>620 ) is ending at the end of this month, after which point the sticker sets can't be purchased anymore.
On a positive note, the website now features preview images in the original size when you click on a sticker and you can easily turn off compression in the url, too. So if you have a Japanese proxy/VPN, go for it.

In the book Usami, Reimu, Marisa, Sakuya, Sanae and Youmu judge danmaku fireworks.
Unfortunately, Youmu only appears as a background character in azmaya's manga bits, but she gets a lot of text otherwise and it's absolutely amazing.
The danmaku pages have cute illustrations by Benishake (aka poprication), not to be confused with another artist of the same name.
