Other than the Enzo match these were usually pretty good, especially compared to his work from 2015 & 2016. But they're good matches featuring 205 Live guys that most of the PPV crowds knew absolutely nothing about.
All-in-all I think the key is that when 5'8" Neville was put in matches with guys closer to his height the WWE had no problem booking him strong. But the bigger his opponents got the colder their feet became. It really feels like someone - Vince McMahon or certain underlings, I guess - never truly bolieved in Neville going all the way back to his debut.
I'm not the least bit surprised he wanted out, and wouldn't be shocked if a few more guys in the 'slight and/or under six feet tall' range end up walking in the months to come. It seems like the reestablishment of the WWE Cruiserweight Division made size matter more in the other singles divisions than it has for a while, at least in the eyes of the booker. Balor was the great skinny hope, but this endless Bray feud is killing that too…

Daniel Bryan as GM is just a role he doesn't have any real power. Unless you are talking about Bryan in 2013-2014 and its effects on WWE. Though the main reason for this shift, while I think they certainly are appealing to the sBookers, it is WWE's attempt in expanding to international regions, where they don't necessarily speak English. The audience may not understand the promos, so they cut them down and focus more on matches, which is a language every wrestling fan understands. I was listening to Stone Cold's podcast with John Cena and he confirmed this (I think it happened a few years ago). See 39:24 in the embed till 40:41. I think it is also why they have been hiring more foreign wrestlers, with Jinder and Nakamura that is obvious. However, this change to appeal to the international Bookeret has affected the domestic Bookeret. Fans do seem to enjoy promos more than matches, at least enough to care about certain wrestlers more than the others, which is why Enzo, even though as shit he is in the ring, he is over with the audiences because of his mic skills (i don't like his promos but the fans seem to like them).
