This is like making a photo album for the current era, labeling it "most underrated wrestlers", and filling it with Curtis Hawkins, Dolph Ziggler, Aiden English, and that guy who wasn't even introduced with a name that got twisted up and demolished in the introduction match for whoever that guy was, guitar gimmick guy.

I don't think it was creative to blame as much as it was a general lack of the organizers giving them plain old televised matches to show off their skill and give them a compelling storyline somewhere further down the line. By the time the Invasion rolled around, a good 60 - 70% of the stars mentioned in that article had either left or been relegated to dark matches. Test was the "Almost Famous" of WWE, had he gone any more over in 1999 he would be as well known as HHH is, with or without Stephanie.

Creative was barely even a department back then, gimmicks and promos were mostly up to the wrestlers, the problem was the people booking their matches just didn't give them enough time. And rightly so since they had enough talent that was way better than them to showcase instead.
