What did you mean by substantial? Of course it takes time. Third year has just started, the girls have just recently got to know each other on a personal level in this arc (which has just ended btw) and now they're trying to build a relationship. Ucchi has just progressed from an insecure closet lesbian stalker into someone who acknowledges her affection. Only 7 chapters ago Yuri started growing more clingy to Tomoko. It might be slow process, but there's always an actual development going on, unlike most yuribait/SoL stuff out there. Besides, Nico acknowledges the fans' demand for more yuri, I don't think they would let them down.
