IPs are not randomly assigned even if you have a dynamic one. ISPs have ranges of IPs which they further divide based on customer location.

Also ISPs log everything so they always know which IP you had at what time and what you were doing with it.

They also aren't unique as some ISPs give a single address to numerous customers at once. For this reason big tech companies don't track you specifically by ip address. It's useless other than for some general statistics once you reach a certain size.

it has built in free VPN

oh and since Opera probably picks one VPN from among many free ones, and its often different one randomness adds an extra layer of security
