There is a new market opening, HAPS, for high altitude pseudo satellite. It's basically airship parking at 20km upon our heads (there is stable wind here). They'll be able to stay here for a very long time, using solar panels. It's foreseen to be a 1 billion euro market for 2020.

Check stratobus, the project of Thales Alenia Space (Thales being the company monitoring with two data center the SWIFT project, and protecting banks against cyber attacks). The project started in 2015.

That's, as the name suggests, cheap satellites. So you can be sure it'll be used for surveillance.
