They only certify it wasn't tampered or damaged in transaction between you and server/peer/someone you got the hash from in the first place, they do not prove the file's authenticity unless they're signed by the author's key which you got from him in person or the author gave you the hashes in person.

if bittorrent used secure hashes (instead of sha1) they'd only allow you to verify that the files described in the torrent file are the ones you received from your peers, end of story. this means if a "secure" HTTPS website served you a bittorrent file, you'd be sure you got the files the website intended you to have
