There are multiple community projects to collect wifi bssid locations, but most of them won't let you download their entire database. https://wigle.net/ is one of such. I've also just found http://www.openwlanmap.org/ and they offer a database dump for download, but I have no idea if their data is any good.

a) Botnet find-my-device services have a legal support to be considered by police, they also heavily rely on obscure and proprietary hardware like always-on IntelME with 3g modem, iPhones, general phones and their inability to change IMEI identifier.

b) You'll have to go and beat their faces on your own, given the fact that upon stumbling on your LUKS password screen they didn't wipe the hard drive and made a fresh install of Windows 10 already.

c) You'll have to write a pre-boot program that sits inside BIOS chip and uses a cell modem to communicate with your server before booting the OS.

Couldn't you just make your own chip that has a 3G modem, battery and hide it inside the laptop?

you can easily get a gps usb thingy and fit it somewhere in your laptop and run a wire it to one of your usb ports. then just build a simple server and have your thing transmit every 10 seconds to it. just do some simple encryption if you are scared of packet sniffers
