you don't need ancient cpu for that. AMD K10 (Phenom II), FX processors, first APU's don't contain PSP, yet have power of a devil or satan.

the thing is, it's not guaranteed they are botnet free, they could have backdoors and botnets other than PSP, so it could be good idea to go even older

The best-spec old AMD board you can get afaik is the KGPE-D16 opteron one. Or at least that's the best one that's fully supported by Libreboot.

The ME firmware is not ME itself. The ME is hardware (plus a small internal ROM) sitting in the chipset.

OP is the kind of "tech enthusiast" that runs Chrome on GNU/Linux. Why bother? You will have less trouble with Widows/x86 and are just as jailed.

You can get an old POS Powermac G5 for under $100 USD. You might want to get dual CPU if you want to do anything useful with it.

Why do you want to install closed source BotnetOS in "open source hardware" (whatever that is)?.

Power 6 is currently at the sweet spot of price/performance. The performance is still comparable to modern desktop CPUs, it supports "good enough" GPUs with libre drivers, and you can find systems at a decent price if you are patient.

Raspberry Pi 3B+ is pretty nice. You could also run an older SPARC-based machine.
