You're saying that obscure operating systems become viable because they become irrelevant. If all you need is a web browser there's no reason to switch to an obscure operating system. To switch you need to actually use it for something.

HURD on Debian threw up an error message claiming it needed a "virtual package" that isn't in the repo when I tried to install Firefox.

GuixSD doesn't seem to have an option for HURD.

I would like to see evidence that this would ever happen.

I personally disagree. Perhaps that would be the case if we were to limit it to its current narrow usage in the IME and other embedded purposes, but I think these OSes can be more than that.
