The best alternative is probably UBports, which is what happened when Canonical shitcanned Ubuntu Touch. I've tried Plasma Mobile and it's not ready for phone use at all, though it might be all right on a tablet. I've also tried FirefoxOS, which worked decently enough but had no apps, and isn't being maintained anymore anyway.

If you ported/compiled GNU/linux on an ARM phone then you could also feasably compile "dial" to do that for you if the botnet cellular modem is exposed under ifconfig, which means WEXT or BSD extensions being exposed by the kernel driver.
