There is a whole operating system baked into any Intel CPU that was made in the last decade. It just makes setting up the CIA botnet easier without any benefits for the customer.

yes because the rom inside the cpu can be read at the speed of the cpu, ram is usually much slower. You wouldn't be able to update it though and having 16mb or so of rom on silicon is expensive
