Production designers. That's their title, but they're often just anyone. Sometimes they're just veteran hollywood designers who research what they have to build, and design it to look snazzy, and sometimes the studio / producer / director hires someone who knows what they're doing. Not often though.
Sam Esmail, however, insisted Mr Robot got it right, and famously employed Kor Adana who, in turn, hired a bunch of other hackers and tech experts with a brief from Esmail to make all the hacking realistic. The screens you see are animations, of course, but they're animations of the real thing.
Frankly I can't think of too many films that actually got it right. I've seen plenty that looked cool, but most are an embarrassment if you look too close. That said, apparently Nmap is used a shittonne of films for teh realizms: https://nmap.org/movies/
