Clearly only pedophiles use two VPN's. Therefore I find no use for perfect isolation of one VPN's connectivity over another. This is clearly not a NetworkManager issue but one of your VPN. They should know better.

VPN -> Tor -> ...

... -> Tor -> VPN (this has many risks but can be used for some things)

NetworkManager sucks V3:

Pull out your ethernet cable, put it in again, wait until there is a connection. Activate your VPN, input your password. THERE IS STILL REGULAR CONNECTION. Had to do it a second time until it "clicked".
