Cockroach species live in a broad variety of habitats, including arctic and subarctic climates (they've been found to survive temperatures as low as -120C). The bigger, more "pest" like roaches tend to the warm and humid tropical climates, however smaller and innocuous species which mostly inhabit forests prefer temperate climates. Hokkaido is on the same latitude as northeast US, and we've got plenty of harmless species as well as a couple domestic pest varieties.
