Because the show (almost) never went out of its way to "teach him a lesson." Uncle Ruckus was a crotchety old man set in his ways but all he ever really did was rant and ramble, and people didn't get horribly outraged over it, they just shrugged it off or calmly disagreed with whatever he was going on about at the time. And sometimes Ruckus was even allowed to be right, and was portrayed sympathetically in some episodes because he was still a human being, albeit a really weird and messed up one.

Any other show would have reduced Uncle Ruckus to a Colonel Stinkmeaner.

It's quite a realistic depiction of such a character really. In reality, most people kind of just let crotchety old people say what they're going to say. What are you going to do? Lecture them, so they learn their lesson. Who has time for that? People are going to think what they're going to think, and big changes of heart are rare. May as well just try to get along with them at that point.

Uncle Ruckus is the main antagonist in The Boondocks. His role in the series varies depending on the storyline of the episode he's featured in. He can either be an antagonist (primary or secondary), supporting protagonist, anti-hero, or neutral. He serves as the main protagonist of the episode "The Color Ruckus". He is a black man who firmly doesn't like black people -- the world's biggest "Uncle Tom". An overweight, horrid, detestable homely man with one oversized glass-eye, he enjoys disassociating himself from other African Americans as much as possible, and is outspoken in his support of what Huey calls the "white supremacist power structure." He is voiced by Gary Anthony Williams.

Antagonist can mean a lot of things you dumb crackers. It doesn't inherently mean "villain" or "bad guy", the antagonist can even be more heroic than the protagonist. An antagonist is just someone who stands contrary to the protagonist. Since the Freemans are the protagonists in most episodes, and Ruckus is the character who stands typically opposed to them in some way in every episode, it's not unfair to call him the biggest antagonist in the series.

You aren't meant to take Huey's overwhelming cynicism and paranoia seriously. In the comic strips he had a straightman to bounce off of to serve as a more grounded voice of reason but in the cartoon Huey could go off into his own world whenever he wanted, though he himself served as the straightman to everyone else.

Gotcha, I’ll give it a watch. Dunno Aaron’s poz level at the moment, but I used to like his work quite a bit and remember he got into quite a bit of trouble with adult swim for wanting to make fun of the Trayvon thing at one point.

Part of Uncle Ruckus's appeal is that he is harmless. He's hateful and mean, but never antagonistic and only very rarely combative for comedic purposes. He'll call Huey a nigger to his face, but he'd never stop him from doing what he wants. He'll go on for hours to Granddad about how niggers are inferior, but he'll still be his friend.
