Ingram's a tank, not a damage dealer. She's also not any good for the late game either, she's kinda trash once you're past chapter 3.
You can keep her on whatever your Logistic Support Echelons are though, or use her for auto battles, but otherwise you want a Suomi, UMP Sisters, or the cream of the crop Vector.
If she's only level 15, you need to level her up, and dummy link her. Chances are also good you've just forgotten to enhance her as she's leveling, and so her damage, evasion, and accuracy just aren't keeping up.
No matter what you do, she's really only a general use, early game tank. Past that, she gets put out to pasture the moment you get any of those other SMGs I listed.
Comparing her to MkP isn't even fair, because that's literally one of the best HGs in the game.

Dummy Linking is under the Factory tab.
When you dummy link any girl you add an additional one of "her" to that formation. You can do this up to 5 times, which means you'll have a total of 5 Ingram's in a single formation. This increases her everything (Acc. Eva. Dmg. Rof.) but most importantly it increases her health every time, as well as increasing her resource consumption.
Dummy linking requires either copies of that same girl, OR a certain amount of Cores depending on her rarity. The more rare, the more Cores she costs to dummy link. So it's always better to use duplicates and save on cores, if you can.
