I always thought the idea with Dredd was that he thought of the "Law" as some sort of replacement for "Good" and would enforce the law even if it's brutal and unkind and actually necessarily "Evil", but to be honest it's not like I read the comics or anything so I'm not going to pretend I'm some expert on the character.
