There's complexity hidden amongst the simplicity, you have to actually play it a while to notice a lot of things but people end up playing the additional UA content and such even though they've never played the core content
The simple nature of it makes it easier to tack on immediate rulings or to focus on the things that matter, but if your DM is really so lame that combats are one dimensional 'walk up and attack' then yes, 4e is better because it makes those boring combats more interesting with a bunch of abilities for everyone.
