Note that this is a fairly quick template, it takes my modest cpu only around 30 minutes to do each episode and someone with a high-end desktop should do them in less than 15 mins each. More quality can be achieved with -speed 0 and -sws_flags sinc but the difference is extremely small while taking way longer to encode. Beyond that only fine-tuning -qcomp, the compression/denoise filters and manually assigning the bitrate with -rc_override will do something, but that is also too much effort for too little gain and that's the limit for vp9 as is. On the audio, when encoding something shorter than a 20 minute episode that allows for -b:a 40k or higher, then removing both -af acompressor and -ar 24000 will improve quality. Keep in mind that while those values for the bitrates generally work within the posting limit if the output is higher then, using mkvmerge (from mkvtoolnix not ffmpeg) to remux the webm can save up to 90kB for a full episode.
