Before some anons get too excited there are some things that should be noted about how the cup works when choosing the characters that will make the team, particularly the ones that will be actually playing in the field. The first one is that the heights are strictly defined in the rules because they have an impact in the gameplay (for pes2017 and 2018 at least), with taller being generally better, especially for positions where physical contact between opposing players is more likely to happen. The shortest height available is between 165-169cm and only for a single player (the next one is 170-174 for two players). This means either having giant lolis or slightly less giant ones that will reduce the chances of winning. Second, if a 3D model wasn't already made then someone has to make it. Miku has a billion models to choose from but most of the other characters so far don't have one.
This is all assuming that the cup is done in pes2017 with the same rules, but the guy running the next cup in january (who is not 8chanmania) still hasn't said for certain if that game will be used and under which conditions so I would suggest waiting for that before doing anything.

I looked at some of the things that were made for the 4cup while the previous 8cup was being organized and I'm sure that what can be done depends on the full import conditions that the guy running the cup gives (not just the game version). If the head can be replaced at all then it can be anything of any size/shape that the game can handle without crashing (I think the giant yukkuri is done that way). The problem with lolis is that if you want them to move their limbs then the rigging from the model has to more or less match the skeleton used in the game and said skeleton is tied to the height.

3D software skills, mostly blender. There are some tutorials made for the 4cup here:

How it works is that you take a player from the team that is already in the game, modify it in blender partially or completely and then you put it back replacing the old model. Pes is very limited in what it can import directly, instead the organizer has to create a save file with a placeholder team for each of the boards and then anons do their work on said file. The problem here is that everyone needs to have exactly the same version of the game (same torrent, same updates and same executable files) otherwise it doesn't work.
Obviously making a full model from scratch takes effort but there are quite a few resources on the internet and if something can be worked in blender then it can be used in the game (assuming that the organizer manages things on his end).
