For the purposes of the show, they're mecha. But technically they are a biological monster enslaved by technology and covered in armor, and mind-controlled by a human pilot. Hence the "syncing" that is featured heavily.

Godannar is an odd mix of hot-blooded super robot stuff with ecchi and romance. It comes off as a comedy but it gets serious as things move along. I thought it was really fun but it isn't for everyone.
